Expanding Spacy Versions Range

Hi, and first of all, Thanks for the great efforts to build strong Turkish analysis tools.
I was wondering if there's a chance to open up the spacy's versions range a bit more, I'm not a big spacy expert, but expending the spacy versions range to 3.8.X would be amazing!
