GENERAL PROVISIONS" }, { "type": "heading", "level": 3, "text": "Article 1 – Brief Title 12.08.1988 75 EK III 370, 26.06.1998 69 EK III 320, 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "‘Eastern Mediterranean University Foreign Languages and English Preparatory School Establishment, Operation and Working Principles By-Law’." }, { "type": "heading", "level": 3, "text": "Article 2 – Definitions 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "Unless otherwise stated, the meanings of the terms ‘Council of Ministers’, ‘Government’, ‘Preparatory School’, ‘Director’, ‘Undergraduate’, ‘Academic Staff’, ‘Formal Education’, ‘Rector’, ‘Rector’s Office/Rectorate’, ‘Senate’, ‘Permanent Staff’, ‘Contractual Staff’, ‘Expert’, ‘University’, ‘Informal Education’ and ‘Board of Trustees’ are equivalent to their meanings defined in the Statute Establishing the North Cyprus Education Foundation and Eastern Mediterranean University (18/1986)." }, { "type": "heading", "level": 3, "text": "Article 3 – Aim 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "This By-Law aims to regulate the principles pertaining to the establishment, organisation, operation and duties of the Foreign Languages and English Preparatory School." }, { "type": "heading", "level": 3, "text": "Article 4 – Scope 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "This By-Law covers the rules related to the operation of Foreign Languages and English Preparatory School, English Preparatory Program period of studies, conditions and principles for student admissions, principles related to identifying student success in English and other foreign language courses offered as part of the English Preparatory Program and other undergraduate/associate programs, and relevant rules and regulations pertaining to the Academic Personnel performing duties at the Foreign Languages and English Preparatory School." }, { "type": "heading", "level": 2, "text": "II. OPERATION AND PROGRAMS" }, { "type": "heading", "level": 3, "text": "Article 5 – Programs 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "(1) Students of the English Preparatory Program at the Foreign Languages and English Preparatory School are required to follow the academic program prepared by the Directorate of Foreign Languages and English Preparatory School and approved by the Senate." }, { "type": "paragraph", "text": "(2) This program is prepared in line with the recommendations of the respective faculties and schools and the needs observed in the students’ chosen fields. Different academic programs may be applied for the preparatory program students depending on their respective faculties and schools." }, { "type": "paragraph", "text": "(3) Students studying at undergraduate and associate programs are expected to follow the academic program prepared by the relevant Dean’s Office and/or School Directorate and approved by the Senate." }, { "type": "heading", "level": 3, "text": "Article 6 – Conditions for Student Registration and Admission 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "Conditions for student registration and admission at the Foreign Languages and English Preparatory School are applied in accordance with the provisions of the ‘Eastern Mediterranean University Entrance Exam and Student Admission Regulations’." }, { "type": "paragraph", "text": "Duration of Studies and Academic Calendar 7. (1) Standard duration of the Foreign Languages and English Preparatory School English Preparatory Program is 1 academic year. Each academic year consists of 2 semesters. Each term is 16 weeks and the duration of each class is 50 minutes." }, { "type": "paragraph", "text": "(2) An additional third semester (Summer Term) can be added to the academic calendar upon the decision of the Senate and the approval of the Board of Trustees." }, { "type": "paragraph", "text": "(3) Academic calendar for the following year is prepared and finalized by the Senate. The aforesaid calendar is announced by the Rector’s Office by the end of May, the latest." }, { "type": "paragraph", "text": "(4) Students registered in undergraduate and associate programs are subject to the duration and academic calendar of the Undergraduate and Graduate programs approved by the Senate." }, { "type": "heading", "level": 3, "text": "Article 8 – Tuition Fees" }, { "type": "paragraph", "text": "Provisions related to tuition fees are stated in Article 7 of the ‘Eastern Mediterranean University Education, Examination and Success Regulations’." }, { "type": "paragraph", "text": "Examinations and Success 9. (1) In the examinations of foreign languages and English and in determining student success, provisions of Articles 19 and 20 of ‘Eastern Mediterranean University Education, Examination and Success Regulations’ are applied." }, { "type": "paragraph", "text": "(2) Other provisions regarding Schools stated in ‘Eastern Mediterranean University Education, Examination and Success Regulations’ are valid in terms of the aims of this By-Law." }, { "type": "paragraph", "text": "(3) Provisions of Articles 21 and 22 of ‘Eastern Mediterranean University Education, Examination and Success Regulations’ are applied in Undergraduate and Associate programs at which are students registered, in exams and in determining student success." }, { "type": "heading", "level": 3, "text": "Article 10 – Student Disciplinary Matters 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "Provisions of the ‘Student Disciplinary Regulations’ are applied in any event of disciplinary matter concerning students and taking place within the Foreign Languages and English Preparatory School." }, { "type": "heading", "level": 1, "text": "III. RULES ON CADRES, SCALES, RECRUITMENT AND PERSONNEL" }, { "type": "heading", "level": 3, "text": "Article 11 – Cadres and Scales 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "Number of Academic Personnel employed in Foreign Languages and English Preparatory School, scales and sought qualifications are specified in the relevant attachments of the ‘By-law for Eastern Mediterranean University Staffing and Employment for Academic Staff’." }, { "type": "heading", "level": 3, "text": "Article 12 – Forms of Recruitment 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "Recruitment policies applied in Foreign Languages and English Preparatory School are as Article 9 of ‘Regulation for Staffing and Working Principles for Academic Staff’. However, new Column can be added to Article 10 of the same regulations." }, { "type": "heading", "level": 3, "text": "Article 13 – Rules regarding Personnel 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "Provisions of Articles 6, 7 and 8 in Chapter II and Chapter IV (Commitments), Chapter V (General and Special Rights), Chapter VI (Prohibitions), Chapter VII (Rules for Discipline) and Chapter VIII (Miscellaneous Provisions) fully cover the personnel of the Foreign Languages and English Preparatory School." }, { "type": "heading", "level": 2, "text": "IV. ADMINISTRATION" }, { "type": "heading", "level": 3, "text": "Article 14 – Duties and Appointment of the Director 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "(1) Director is the chief executive who is accountable to the Rector in the administration of Foreign Languages and Preparatory School in full compliance with the aims of the school." }, { "type": "paragraph", "text": "(2) The Director is appointed for a period of 3 years with the recommendation of the Rector and approval of the Board of Trustees. The Director can be re-appointed upon the expiration of his/her term of office." }, { "type": "paragraph", "text": "(3) Upon the recommendation of the Rector, the Director can be dismissed from duty prior to the expiration of term of office by the Board of Trustees with a written justification." }, { "type": "heading", "level": 3, "text": "Article 15 – Duties and Appointment of Assistant Director 26.06.1998 69 EK III 320" }, { "type": "paragraph", "text": "The Director can appoint maximum five members of academic staff as the Assistant Director for a period of 3 years. Appointment is formalised upon the approval of the Rector. Assistant Directors support the Director in fulfilling his/her responsibilities and, at the same time, fulfil duties assigned by the Director. The Director appoints one of the Assistant Directors as Deputy in his/her absence." }, { "type": "heading", "level": 3, "text": "Article 16 – Coordinator 09.10.2000 122 EK III 694" }, { "type": "paragraph", "text": "(1) The Director can appoint a ‘Coordinator’ amongst the academic staff for each course envisaged by the Foreign Languages and English Preparatory School in order to ensure coordination and harmony amongst different groups of the course." }, { "type": "paragraph", "text": "(2) A coordinator can be re-appointed upon the expiration of the term of office. The Coordinator is accountable to the Director for the smooth delivery of the course in question. Reductions can be applied to the Coordinator’s workload, if deemed appropriate by the Director." }, { "type": "heading", "level": 3, "text": "Article 17 – Preparatory School Council 09.10.2000 122 EK III 694 26.06.1998 69 EK III 320" }, { "type": "paragraph", "text": "(1) The formation and convening of the Foreign Languages and English Preparatory School Council: (a) Chaired by the Director, the Foreign Languages and English Preparatory School Council is formed by Assistant Directors, Coordinators and 6 academic staff members elected at the beginning of each academic year. (b) The Foreign Languages and English Preparatory School Council convenes at least 3 times in each semester and if deemed necessary by the Director." }, { "type": "paragraph", "text": "(2) Duties of the Foreign Languages and English Preparatory School Council are as follows: (a) Determining the school’s activities pertaining to education, research and publication. Developing decisions regarding the planning and programming of the basics of the said activities; (b) Preparing draft proposals for the school’s investments and budget; (c) Putting forward views upon the request of Director on issues related to School Administration; (d) Fulfilling all other duties to be assigned by the Director of the Foreign Languages and English Preparatory School or brought by this By-Law." }, { "type": "heading", "level": 1, "text": "V. FINAL PROVISIONS" }, { "type": "heading", "level": 3, "text": "Article 18 – Executive Power" }, { "type": "paragraph", "text": "This by-law is executed by the Eastern Mediterranean University Rector." }, { "type": "heading", "level": 3, "text": "Article 19 – The Authority to Make Regulations" }, { "type": "paragraph", "text": "Senate can make regulations to ensure the implementation of this By- law and the execution of directives." }, { "type": "heading", "level": 3, "text": "Article 20 – Coming into Force" }, { "type": "paragraph", "text": "This By-law shall enter into force from the date of its publication in the Official Gazette." } ] }
